Abstract

Municipalities are constantly evolving to meet the ever-changing needs of the community, especially during periods of radical change such as recessions. The combined efforts from all levels of government, EDP’s and other stakeholders helped to secure Burlington’s economy and shelter itself against the dire consequences of a deep recession. This paper, written by Mr. Gary Ridgeway, focuses on the various efforts undertaken by the City of Burlington to stimulate the local economy and negate the negative socio-economic effects of the 1990’s recession on its community. The City of Burlington is tailoring its recession plans based on their strategic plan for the city, “Future Focus” which outlined their three mission statements to promote Burlington as a perfect combination for residential, urban, and business usage. Several strengths and strategies, such as the need for flexible planning process and downtown redevelopment, are discussed in detail in the study which assisted in decelerating and mitigating some of the damages caused by the recession.

Gary Ridgeway

Mr. Gary Ridgeway is the Economic Development Officer with the Office of Business Development in Burlington, Ontario. He has also worked in the Planning, Building and Public Works departments at the City.  A graduate of McMaster University, Mr. Ridgeway is currently working toward his Ec.D. designation.
