Markham's Economic Alliance Program: New Directions in City to City Partnerships

Abstract

The City of Markham experienced dramatic population and business growth in the 1980’s and early 1990’s which stimulated the local economy and promoted the City as a viable hub for national and international investments. Realizing that that the success of local economic programs was dependant on understanding the needs and demands of the community and making sound business decisions/policies, the City prepared its first Economic Development Strategic Plan in 1989. The plan set our 7 strategic objectives in close consultation with business and government leaders, with increased emphasis on promoting the Town’s business sector in the international marketplace. The process involved political and business leaders in the community who helped to define the Town’s economic strengths, weaknesses, market trends, opportunities, and directions for the future.
A committee comprising of the Markham Board of Trade and York Technology Association members, along with the Town’s Corporate and Industrial Promotions Committee and business leaders from the financial and computer sectors, were appointed by the Mayor and Council to develop a plan and achieve the goals outlined in the Plan. The phrase and concept of “Economic Alliance” was introduced to define the association of municipalities and business groups in two regions working together to network and develop business opportunities. This article focuses on the implementation of the Economic Alliance Program, its objectives/structure, and lastly, its success in the City of Markham.

Mario Belvedere

Mario Belvedere has been the Director of Economic Development for the Town of Markham since 1988. He worked as a planner in various capacities with the City of Edmonton and the Province of Alberta prior to his position as an administrative assistant to Edmonton's City Manager. He graduated from the  University of Waterloo in 1979 with an Honours degree in Environmental Studies.
