Abstract

The article provides an analysis of land development costs, including holding costs and municipal fees. The author argues that external factors play a major role in driving up development costs in the GTA. These include the overwhelming requirements in the GTA and the additional charges. These costs result in economic recession. Moreover, the article proposes some changes in land development costs, government policies and delay costs due to environmental factors.
