Abstract

If industries lost international markets, their prosperity would be eroded. Due to the international situation, the economy in North America has undertaken suffering and transformation. The purpose of this study was to develop a strategy to increase the potential of developing new job opportunities and retaining present personnel. There are methods for Durham Region Economic Development Department to take. Knowing the manufacturers' resistance to questionnaires, it was called a survey form. Every question on the form had to be justified and approved by the Steering Committee. Commercial officers in our federal and provincial embassy, consulates and trade offices around the world do an excellent job of locating potential overseas strategic alliance partners. There are four sections of Durham region’s Joint Venture Opportunities book. There is no shortage of potential strategic alliance opportunities. The major problem is selecting the best for your manufacturers. With the completion of the "Joint Venture OPPORTUNITIES" book, the job became much easier and more efficient. The basic concept derived from the book was completed on schedule and within budget constraints. To most Canadian firms, strategic alliance negotiations are a completely new avenue of business and where undertaken, are usually superimposed on the top of an already overburdened workload. It is hoped that the case history of the Durham Region will provide sufficient information to assist other EDO's across Canada in the formation of a "STRATEGIC ALLIANCE" program.

Author Biographies

Patrick Olive

Patrick obtained his education including Honours Bachelor of Arts from Brock University, Master of Urban
and Regional Planning from the University of Waterloo and a Master of Business Administration from
York University. Since 1970, Pat has been employed with many developers such as Cadillac Fairview,  Genestar,Nu-West and Revenue Properties. For the past six years, Mr. Olive has held the position of Commissioner of Economic Development for the Regional Municipality of Durham, is a member of the Canadian Institute of Planners, Economic Developers Association of Canada, International Association of Corporate Real Estate Executives, American Economic Development Council and was the 1991 President of the Economic Developers Council of Ontario.

Joseph Montgomery

Joe Montgomery was the Industrial Commissioner of the City of Niagara Falls from 1960 to 1983 before moving to the Niagara Region Development Corporation as Director of Economic Development where he retired on March 31, 1987. Subsequently he established Jos. Montgomery Consultants firm. Mr. Montgomery is an HLM of EDCO, EDAC and an HLM and FM of AEDC.
