Abstract

Taxation and education spending are major concerns in Ontario’s municipalities, as these categories expose a threat to businesses and the education system. Local businesses face problems such as, municipal by-laws, permits and zoning regulations. The education tax system creates issues as the quality of education is below the national standard. There are possible solutions through assessing the economic issues that taxation inflicts and delegating the decision making process from the upper levels to those on the frontline.

Author Biography

Ted Mallett

Edward (Ted) Stephen Mallett has been with the Canadian Federation of Independent Business (CFIB)  since 1988. As senior Economist, he is responsible for policy analysis and research support for CFIB's  legislative and political action projects. His experience covers a wide range of small business policy issues including banking, entrepreneurship, the environment, local government and community economic  development. His work is often published and reported in the media and academic journals. Mr. Mallett obtained an Honours B.A. in economics from the University of Waterloo in 1982 and an MA. in Economics
from the University of Toronto in 1986.
