Abstract

With the role of municipal planners now key in economic development, planners must transition to a new self-development model. However, some may fall back on familiar behaviours. This article provides profiles of 4 types of planners and identifies their strengths and weaknesses: The Community Policeman, the Cautious Progressive, New Wave Planners, and Real-Estate Cowboys. A new model for planner behaviour is described – the Community Pilot. This role can be described as proactive, strategic, aware of the political and economic environment, and with a creative and open approach. Steps are provided to enable municipal planners to adopt this new role.
